County approves road deal with energy storage facility

HENDERSON COUNTY—Henderson County Commissioners’ Court voted March 26 to approve a special road use indemnity agreement and permit for an energy storage facility north of Athens.
Precinct 3 Commissioner Chuck McHam explained that the request deals with Tanzanite Energy Storage LLC for County Roads 3718 and 3720, located in his precinct. McHam said County Road 3720 is the part of Cream Level Road just north of State Loop 7 in Athens and that the facility is to be located along County Road 3718.
The commissioner further explained that the company will post a surety bond, provide a commercial umbrella insurance policy of at least $1 million and that it applies to vehicles with a gross weight of more than 30,000 pounds and a weight of 10,000 pounds per axle.
Belltown Power Texas Chief Operating Officer Lloyd Pope told the court in December that his company is developing the project, which he said will stabilize the state’s power grid in times of emergency.
In other business, the court:
• Approved the resignation of Ken Bond and appointment of Michelle Stephenson to the Emergency Services District (ESD) No. 11 Board of Commissioners, with a term ending Dec. 31.
• Approved appointing Tres Winn to ESD 11’s board, with a term ending Dec. 31, 2025.
• Approved applications for the Henderson County Adopt a Road Program from People Who Care on the west end of County Road 4325 and the south end of County Road 4330, both located in Precinct 4.
• Approved a right-of-way permit for Suddenlink to install fiber-optic cable along Azalea Court in the Waterboard subdivision, located in Precinct 1 north of Trinidad.
• Approved a right-of-way permit for Charter Spectrum to install fiber-optic cable along County Roads and associated utilities along County Roads 3307, 3310 and 3807.
• Approved a right-of-way permit for Charter Spectrum to install fiber-optic cable along County Roads 4224, 4215, 4225, 4222, 4217, 4223, 4221 and 4200, located in Precinct 4.
• Approved paying fiscal year 2023 bills of $244.26.
• Approved paying fiscal year 2024 bills of $289,880.35.
• Accepted a bid for an $82,400 bucket truck for use by Precincts 3 and 4.
• Accepted bids from three companies to provide culverts for the county.
