Neighbors complain of excessive noise

GUN BARREL CITY–A zoning change was granted for 119 The Lee Way during the Gun Barrel City Council meeting Dec. 20. 
During the meeting members of the Coleman family who are neigbors to the development complained of excessive noise and a negative impact on their quality of life. Council Member Ken Foster stated to the representatives of the development, “It’s not that you don’t have a nice project. We all realize there is noise and traffic involved in these things. But I think there needs to be a reasonable compromise between the people who live there on a daily basis and the construction as it goes forward.” Foster continued saying the dredging operations were quite noisy and disruptive. “I think the city could have enforced more stringent penalties on the ordinances we have. Going forward, I think we need to have some assurances that you’ll work with the community in terms of their concerns and how this might put you in a position to move forward with your project,” said Foster. 
The representatives of the development said the request to work designated hours “seemed reasonable” and that they would get in contact with the Coleman’s to maintain a working relationship. The amicability and support to work out the differences was encouraged by members of the council and a report back of such efforts was requested by Mayor David Skains. 
Also discussed during the meeting was the formation of an animal shelter advisory committee appointing Veterinarian Dr. William Kyle, elected Council Member Richard Yaws, Animal Control Officer Carol Jett and President of Adopt a Happy Tail Tina Hamilton. The committee will examine the needs for establishing the city’s own shelter according to section 823.005 of the Texas Health and Safety code. 
The council also approved a five-year contract for body-worn camera service. City Manager Jeff Arnswald explained to the council that the police department had previously had a five-year contract with Motorolla which has now lapsed or will soon lapse. Gun Barrel City Police Chief Andrew Williams researched a new company with improved accessibility and efficiency of the camera systems. Lenslock will provide 15 cameras with recording and storage of data within a five-year contract at an annual cost of $8,990. 
In other business, council members:
• Approved consent agenda omitting the September financials which will be considered at the January meeting. 
• Approved spending $5,000 from the Hotel Motel fund for the 2023 Texas Bass Master Team Championship. 
• Adopted Ordinance O-2022-025 granting a special use sign permit to Sugar Rush located at 122 South Old Gun Barrel Lane to allow the installation of an attached letter sign to the roof line. 
• Approved a request to replat lots 19-21 and Tract 1 and 2 in the Lakeview Acres subdivision into one lot, Lot 19-R. 
• Adopted Ordinance O-2022-024 approving a request from Jonathan Keith Mcvay to grant a special use permit for a proposed 1200 square foot garage which opposes Chapter 156.035 single- family detached residential district (R-6D) Section (F) Dimensional requirements (2) Accessory structures (a) an accessory structure shall not exceed 50% of the interior square footage of the principal structure. 
• Presented Certificates of Commendation to Seven Points Police Sergeant Skinner, Gun Barrel City Firefighters Michael Bradley and Jason Laney for their appreciated assistance to a during a call.
