KEMP—A 15-month-old was safely located in Fayetteville, N. C. at approximately 2 a.m. Feb.27. The child was the subject of an Amber Alert issued the previous day in conjuction with an investigation by Kemp Police Department according to posts by the department on social media.
In that report, it was stated that officers were called to a domestic violence shelter the morning of Jan. 26, where an adult female and her 15-week-old son had been staying.  According to the post, the mother had left at approximately 7:05 p.m.  Jan. 25 with the child. The mother was free to come and go but the infant was under the custody of State of Texas Child Protective Services (CPS) as the sole conservator and court ordered to remain in the shelter with his mother.
The mother, according to the report, was seen leaving at approximately the same time headlights were seen pulling up to the shelter. The baby was on prescription medication to be given with formula at the time and both were left at the shelter. The mother was identified as Abigail Margaret Williams.
Law enforcement agencies who assisted in the investigation included Kemp Police Department, Kaufman County Sheriff’s Office, Kaufman County District Attorney’s Office, Texas DPS, Texas Rangers, FBI and the Fayetteville Police Department.
According to the report, Investigators were able to track Williams’ movements from when she left the shelter, traveling to Dallas and heading east (presumably by bus) to North Carolina. She was taken into custody by Fayetteville police officers on an outstanding warrant for Interfering with child custody from this incident. The child, found safe and sound, was taken to North Carolina CPS.
As of press time, Wiliams was still being held in Fayetteville, awaiting extradition to Kaufman County and the infant is in the custody of North Carolina CPS until such time as he will be transferred to Smith County.
