CEDAR CREEK LAKE–The East Cedar Creek Fresh Water Supply District (ECCFWSD) Board of Directors voted March 20 to approve Terri Bradley of Gun Barrel City as a new member, filling a vacancy created by February’s resignation of Ted Bayless.
“Terri, welcome, I think you’re going to be a great addition,” ECCFWSD Board President Jim Willi said.
Moreover, members elected a new board treasurer, a position formerly held by Bayless. That spot goes to Bill Goheen, who previously served as the board’s vice president. Another board member, Larry Bratton, ascends to the board vice presidency, as approved by his fellow members. 
Further, directors appointed committee members after the change to the board’s roster. The operations committee consists of Joe Lomonaco and Rob Rea, the finance committee includes Goheen and Patrick Mullaney while the operations committee is comprised of Bradley and Bratton.
All those appointment actions last for the remainder of the 2024 term, which ends in November.
In more election and board membership-related business, ECCFWSD’s directors approved a contract with Henderson County to conduct elections services for the district’s Nov. 5 general elections and to appoint the Henderson County elections administrator as the district’s elections administrator.
ECCFWSD elections for board members are held in November of every even-numbered year, according to the water district’s website. For the 2024 election, the deadline to file a candidate application is Aug. 19, ECCFWSD says online.
As for additional action, the board approved a district per-diem policy for travel paid by the district for employees and board members. Before, ECCFWSD used a receipt reimbursement system, said the water district’s office manager, Angie Crowsey.
Now, the district moves to a per-diem standard pegged with federal rates set by the General Services Administration (GSA), Crowsey continued. The GSA varies its per-diem price based on cost of services by location, she explained.
“In the long run, this could save us money,” ECCFWSD General Manager James Blodgett said of the move to a per-diem system.
In other business, the board:
• Approved 2024-25 fiscal year employee holidays.
• Reviewed February financial reports, during which Goheen commented on what he said is the district’s favorable debt ratio for bond purposes.
• Heard committee reports, including that of the one charged with covering personnel, with Rea referencing that the district’s “about to be fully staffed” (Crowsey said that hasn’t happened in at least four years).
• Approved paying bills.
