Water district mourns loss of former director

CEDAR CREEK LAKE–The East Cedar Creek Fresh Water Supply District’s (ECCFWSD) Board of Directors met Dec. 18 and discussed the Dec. 2 passing of former board director Ted Bayless, who served on the board from Nov. 2012 until he resigned in Feb. 2024.
Bayless was elected as the board treasurer in Nov. 2016. Bill Goheen, who is the current board treasurer and former general manager for the district, made comments that were posted on the ECCFWSD website.
“Ted and his wife Pam were good friends of ours,” Goheen wrote. “We shared many hours around a dinner table. Ted and I would retire to our patio. He would share stories regarding his financial career encounters as well as listen to my professional successes and humor. Pam and Dee shared their own stories while clearing the dining table. We then gathered to top off the evening with homemade dessert. When departing ways for the evening, Ted would always end with ‘be kind to yourself and enjoy each other.’ Good words to live by. His memories will stay with me until we meet once more.”
ECCFWSD says Bayless will be remembered by the district’s administrative staff for his strong financial guidance and his willingness to donate his time to share his expertise on all aspects of budgeting, financial statements and audit reviewing.
In other business, the board:
• Approved one of the four options provided by KSA Engineers for Task Order #101212 South Wastewater Treatment Plant improvement project.
• Approved payment to Texas Underground Inc. for repairs to a jetter costing $11,812 for an unexpected expenditure for a 2024-25 capital improvement expenditure to be paid out of the district’s operating reserves account.
• Approve payment to Macaulay Controls Co. for repairs to the North Wastewater Treatment Plant bulk caustic tank for $18,000 for an unexpected expenditure for a 2024-25 capital improvement expenditure to be paid out of the district’s operating reserves account.
• Approve purchasing a 100-horsepower motor for the Brookshire Raw Water Intake not to exceed $16,000 for an unexpected expenditure for a 2024-25 capital improvement expenditure to be paid out of the district’s operating reserves account.
• Approved purchasing pallet forks not to exceed $15,000 for a budgeted expenditure for a 2022-23 forklift capital improvement expenditure to be paid out of the district’s operating reserves.
• Approved transferring $67,750 from the district’s improvement fund to the district’s operating reserve to upgrade the sewer lines on State Highway 198 South for the district’s portion of the Hillsdale project in Gun Barrel City, which is also listed as part of the district’s long-term master plan for growth.
• Heard committee reports.
• Reviewed November financial reports.
• Approved paying bills.
