Tool considers park funds for police station remodel

TOOL—During the regular Tool City Council meeting held July 17, the council discussed allocating funds from the park construction account towards the remodel of the Tool Police Department. Currently the funds in the park construction account are just over $36,000. Council Member Vera Bennett stated there are still some things to be done at the Eight at Tool Park such as installing a French drain by the butterfly garden and enlarging or offering more parking for larger events. The plan was to move $32,000 from the park construction account to the capital improvement account which would leave roughly $5,000 in the park construction account. Council members spoke against the allocation, stating that the money would be better served for the park as it was originally intended. The motion to allocate the park funds to the capital improvement fund failed for lack of a second among the council. 
Also discussed was Ordinance 2025-05 which would order a special election to be held Nov. 4 permitting voters to vote “FOR” or “AGAINST” a proposition to authorize the creation of the Tool Municipal Development District (MDD) and the imposition of a sales and use tax at the rate of 1/2 of one percent for the purpose of financing development projects beneficial to the district. Council member Greg Figueroa stated that he felt this was rushed and that more research should be done. Passing the (MDD) would raise the sales tax in Tool’s Extraterritorial Jurisdiction (ETJ) from 6.625% to 6.75% which Figueroa stated, “we need to know the financial impact.” Council Member Michael Fladmark agreed with Figueroa that the formation and Nov. 4 election for the MDD felt rushed. The suggestion to form a strategic planning committee should be formed to properly inform business owners and citizens alike before the election, with which Mayor Mike Dumont agreed. The motion failed for lack of a vote. 
In other business, the council:
• Approved minutes from the June 18 regular meeting. 
• Approved monthly activity reports for June 2025 as presented, which include (A) Executive Summary (B) Financial and Expenditure (C) Municipal Court (D) Police (E) Maintenance (F) Building (G) Code Enforcement (H) Animal Control. 
• Awarded a bid for RFP 2025-02 Paradise Bay Subdivision Drainage Phase 1A, for a bid amount of $48,750.00 to Raymonds Concrete. Council members Figueroa, Robert Stykes and Daniel Sayre voted yes and council members Vera Bennett and Fladmark voted against the bid. 
• Approved authorizing the city administrator to execute all necessary contract documents for RFP 2025-02 Paradise Bay Subdivision Drainage Phase 1A. 
• Approved entering into an interlocal agreement from Henderson County for the Tuesday, Nov. 4 election. 
• Approved ordering the Tuesday, Nov. 4 election for the purpose of electing one mayor and two council members, each for a term of two years.
