Kemp approves residential Rental Inspection Program

KEMP—Kemp will soon implement a Residential Rental Inspection Program effective September 1. The program is to ensure the homes people are renting within the city are safe and acceptable for the people living there. Mayor Christi Neal said this is to protect citizens and will not be a stringent inspection process, but there are some homes that have renters than shouldn’t have anyone living in them due to the homes’ condition. Council Member Daniel Camehl made the motion which was seconded by Council Member Greg Capehart, and passed unanimously. 
Road Impact Fees were also discussed during the council meeting. The fees would be applied to property owners building a new home or remodeling a home within the City of Kemp. The impact fees would help fund or recover the costs of road improvements or repairs necessitated by any construction vehicles. The council took no action on this item, but City Manager Dean Winters stated that it would be coming back to council for approval. 
In other business, council:
• Accepted the consent agenda as presented, approving the minutes of the June 11 City Council workshop and the minutes of the June 11 City Council meeting. 
• Approved Resolution No. 24-05, supporting National Night Out which will be held Oct. 1. 
• Heard of a new police officer who will be starting July 12. 
• Heard of an upcoming ordinance coming before the council pertaining to unwanted and unsolicited donation boxes on private property.
